JTEP supported the BAYEX 08 exercise at the Port of Oakland, CA. BAYEX involved several scenarios, including a simulated at-sea interdiction and inspection of a suspected radiological source on-board a ship, a chemical attack on a rail yard, a radiological device in the container yard at the port, and a simulated subway derailment caused by a terrorist chemical attack. Participating agencies included four National Guard CSTs, the 129RW of the Air National Guard, the US Coast Guard, the FBI, and approximately 20 first responder agencies. SRI supported the live BAYEX exercise with tracking instrumentation, simulated entities, synchronized handheld and networked video cameras and tactical audio recording, 3D terrain, and an instrumented hot-wash AAR and follow-up in-depth AAR. SRI also supported the development and conduct of the mission rehearsal Table Top exercise using JCATS, 3D terrain, and video, including mock media ambush interviews.
