About JTEP
The Joint Training Experimentation Program (JTEP) is a joint program of the National
Guard Bureau
and the California National Guard to integrate live exercises with computer-based simulations (Live, Virtual, and Constructive [LVC] training technologies) to enhance training for both combat and Defense Support to Civilian Authorities (DSCA) missions. Through these capabilities, JTEP has greatly increased the training effectiveness where command, infantry, armored, civil support teams and first responders have participated in joint training exercises. 

A first-of-its-kind multiyear effort, JTEP uses existing and readily available LVC systems to address the unique training needs of the Guard, such as limited training time and widely distributed units. SRI International, an independent research institute, is the systems integrator. Utilizing a phased approach, JTEP develops new training capabilities, often built on capabilities developed and demonstrated in the previous phases, and verifies their training effectiveness through operation and user feedback in our JTEP testbed and in actual training environments. 

JTEP continues to integrate additional Guard training systems while supporting actual training events. As newly integrated training technologies are developed, JTEP works with units undergoing training to integrate these technologies on a non-interference basis with the scheduled training exercise. Once the technologies are successfully demonstrated, they become part of the JTEP family of integrated systems, available to be used in subsequent JTEP exercises, as leave-behind products to support Guard training, or for other programs, such as the Guard’s eXportable Combat Training Capability (XCTC) and the United States Marine Corps’ Range Modernization and Transformation (RMT) Program for inclusion in their systems.

During the first few years, JTEP focused primarily on combat training events, such as
May 2003 (L-C Company level)
, Dec. 2003 (L-V-C Battalion level), Sep. 2004
(L-V convoy training)
, and USMC Live-Fire exercises atTwentynine Palms, CA. The technologies developed from these exercises led to the successful launch of the XCTC in June 2005. Currently, JTEP is focusing increasingly on DSCA and Homeland Defense Exercises, having most recently supported NOVEX 06 and Ardent Sentry Vigilant
Guard 07
. The goal of this development is to use the capabilities developed to support these exercises to revolutionize DSCA training in the same way that XCTC has revolutionized pre-deployment training.
